Firstly, and fundamentally, the County Hall site is not designated for residential uses in the adopted statutory Development Plan. SCC pursue what are obviously very hurriedly prepared and ill thought through redevelopment ideas, and our residents are very concerned by what they have seen.
Surrey County Council has taken the decision to vacate County Hall and are commencing local consultation on the redevelopment of the site ahead of making a planning application to Kingston Council in early 2021.
A three towers cluster Eden 'Campus' development is proposed for the Surrey House Island Site, incorporating Lever House, the Hippodrome, Brook St Carpark and Surrey House. Comprising office & residential towers, one rising to a height similar to the Tolworth Tower, another matching the Royal Exchange’s signature tower. All three would breach planning guidance.
The plans represent a gross over development of the site and will seriously damage the local area as well as views from Richmond Park. The height, scale and massing, banal and predictable design will have a major harmful impact upon not only the Old Town Centre Conservation Area, including All Saints Church, but upon many of the residential streets of North Kingston.
